NHS estates gain new liquid fuel supply option

Employee-owned fuel distributor Craggs Energy has been awarded a position on ESPO's new 301_26 Liquid Fuels framework.

Hospitals, NHS trusts, GP practices, and ICBs across England, Wales, and Scotland will now have a new compliant route to source HVO, kerosene, gas oil, and diesel for buildings, machinery, and vehicles.

The place on the framework, which runs to August 2028, comes as hospitals, NHS trusts, and GP practices re-establish call-off arrangements following the expiry of the previous framework. This is particularly relevant for estates managers looking ahead to winter heating planning and standby generator testing to review their supplier arrangements.

Unlike earlier single-supplier-per-region models, 301_26 appoints multiple suppliers, allowing estates teams to make decisions on criteria such as reliability, response time, and service, rather than on price alone. The framework provides for up to approximately 300 million litres over its two-year term.

Craggs Energy MD Lisa Bennett said: “Business and estates management teams in the public sector are being asked to do three things at once – keep sites running without interruption, take carbon out of their operations, and demonstrate value and social value on every pound they spend. Fuel supply touches all three. As a verified supplier under the 301_26 Liquid Fuels framework, hospitals, NHS trusts, and GP practices can use us compliantly and quickly, without running their own tender.”
