Plenary Group joins Neighbourhood Health Forum

The Neighbourhood Health Forum – a collective voice of private sector organisations in health infrastructure delivery – has welcomed Plenary Group as its latest member.

The Neighbourhood Health Forum was formed in 2025 to offer a collective private sector voice to support Government and the NHS in the delivery of a neighbourhood health service and the creation of new public-private-partnership (PPP) models in health. Over the last nine months, the Forum’s membership has grown to 16 private sector organisations with a track record in neighbourhood health delivery, representing over £10bn of health infrastructure across 1,400 health buildings.

The Forum’s latest member, Plenary Group, is a developer, investor, and manager of infrastructure and real assets, specialising in PPP, precinct developments, and community infrastructure. Plenary has more than £55bn worth of assets under management across the UK, the Middle East, Asia Pacific, and North America including £16bn worth of hospitals and health centres.

Neighbourhood Health Forum Chair Sarah Beaumont-Smith: "Welcoming Plenary as our latest member is another huge boost to the Neighbourhood Health Forum and underlines the unrivalled experience and track record we can offer in neighbourhood health delivery. The private sector will have a vital role to play in the Government’s health plans, and our members stand ready to help shape this important new chapter for the NHS.”

Plenary Group CEO Paul Crowe added: “We encourage the increased use of alternative funding models to accelerate the delivery of heath infrastructure and support better health outcomes. We look forward to bringing our more than 20 years of experience in health PPPs to work in partnership with the Forum and its members to demonstrate the benefits private capital brings to health infrastructure around the world.”
